Mizoram Leads the Way in Property Card Distribution in the Northeast

Mizoram has become the first state in the Northeast to distribute property cards under the SVAMITVA scheme, granting legal ownership documents to rural households. So far, 2,909 cards have been distributed, with plans to issue approximately 35,000 more in upcoming phases to foster rural development.

Mizoram has become the first state in Northeast India to distribute property cards under the Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SVAMITVA) scheme. On January 18, 2025, Governor Gen (Dr) VK Singh participated virtually from Raj Bhavan, Aizawl, in the distribution event. Prime Minister Narendra Modi also took part, distributing over 65 lakh property cards to beneficiaries across 10 states and two Union Territories. In Mizoram, 1,754 property cardholders from 18 villages received their cards.

SVAMITVA Scheme Overview
Launched on April 24, 2020, the SVAMITVA scheme aims to provide legal property ownership documentation in rural areas using drone and GIS technology. These property cards serve as official proof of ownership and can be used for loans and other financial purposes.

Mizoram’s Implementation Milestones

  • MoU with Survey of India: On July 8, 2021, the Government of Mizoram signed an agreement with the Survey of India to effectively implement the SVAMITVA scheme.
  • Drone Surveys: Drone surveys began on December 9, 2021, in villages without existing revenue surveys and were completed by December 2, 2024, covering 319 villages across nine districts.
  • Property Card Distribution: Mizoram started distributing property cards on April 24, 2023. As of January 18, 2025, 2,909 property cards have been distributed, with plans to issue around 35,000 more in future phases.
