The historic urban layout, with narrow, winding streets not designed for modern traffic volumes poses hurdles. Public transport systems operating at capacity strain under demand. Environmental policies also play a role, with measures like congestion charges aiming to curb private car usage.

While frustrating for commuters, heavy congestion indicates a city's economic vibrancy attracting inhabitants, commerce and activity. Officials must therefore strike a balance, maintaining mobility and quality of life alongside sustainable growth.

Reducing congestion demands holistic, locally-tailored strategies.
