UP Launches 6 Special Education Zones

The Uttar Pradesh government has introduced six Special Education Zones (SEZs) across the state to support its ambitious $1 trillion economy goal. These zones will help improve education and promote private investment in higher learning.

What Are Special Education Zones (SEZs)?

  • The state has identified six districts for SEZs: Lucknow, Gorakhpur, Ayodhya, Agra, Gautam Buddha Nagar, and Bundelkhand.

  • Each SEZ will include up to 8 educational institutions, with 40 institutions planned in total.

  • The plan was suggested by Deloitte, a global consulting firm.

  • A new Higher Education Incentive Policy 2024 encourages private universities to invest in these zones.

"One District, One University" Plan

  • Earlier focused on “one division, one university”, the new approach aims to bring one university to every district.

  • This will increase access to quality higher education across the state.

SEZ Infrastructure and the Lucknow Model

  • Lucknow will host the first model SEZ on 785 acres at Mohan Road.

  • Development has already begun on 103 acres, and Expressions of Interest (EOIs) have been issued.

  • Other SEZs will use existing land, such as:

    • Acharya Narendra Dev University (Ayodhya)

    • RBS College (Agra)

    • Gautam Buddha University (Gautam Buddha Nagar)

  • Land acquisition is also in progress in Gorakhpur and Bundelkhand.

Education and Skill Development Goals

  • These SEZs will offer complete education from pre-primary to university level.

  • 42 new universities are planned, especially in aspirational districts.

  • Development of Multidisciplinary Education and Research Universities (MERUs) will be prioritized.

  • The top 50 NIRF-ranked institutions will receive special incentives.

  • Foreign universities can benefit from stamp duty exemption and capital grants.

  • The focus will be on industry-relevant education, research, and practical skills to create job-ready graduates.
