India Urban Transformation 2025

The Asian Development Bank (ADB) has recently announced a landmark $10 billion initiative aimed at accelerating India's urban transformation by 2025.

This ambitious plan focuses on expanding metro rail projects, developing rapid transit systems, and upgrading core urban infrastructure across the country.

Announced on 1 June 2025 by ADB President Masato Kanda during his visit to New Delhi, this initiative supports India’s vision of a “Viksit Bharat @ 2047” by fostering sustainable urban growth in India and smart city advancements.

Why is India Urban Transformation 2025 in the News?

On 31 May 2025, President Masato Kanda met with Prime Minister Narendra Modi to discuss ADB’s commitment towards India Urban Transformation 2025 and India’s urban development goals.

Following this, the official announcement of the $10 billion urban transformation plan was made on 1 June 2025.

The plan focuses on enhancing metro coverage in major cities such as Mumbai, Chennai, Bengaluru, and Nagpur and progressing the Delhi–Meerut Regional Rapid Transit System (RRTS), India’s first such system.

The initiative also underscores improvements in urban water, sanitation, and waste management services in over 100 cities, further reinforcing India's Urban Transformation 2025.

The initiative aims to support India’s long-term urban growth strategy by:

Urban Challenge Fund (UCF)

  • This ADB-backed fund is designed to attract third-party private capital into urban projects, providing innovative financing solutions critical for India's urban transformation by 2025.

Technical Assistance

  • A dedicated $3 million will assist states and urban local bodies in preparing bankable and sustainable urban development projects, key to advancing India's urban transformation 2025.

Metro and RRTS Expansion

  • This includes extending metro rail networks in key cities and advancing the Delhi–Meerut RRTS to offer efficient and green urban mobility solutions in India.

Urban Services Enhancement

  • Support will be provided to improve water supply, sanitation, and waste management infrastructure across 100 cities, directly impacting quality of life and aligning with the goals of India Urban Transformation 2025.

Skill Development Initiatives

  • Through programs like the National Industrial Training Institute (NITI) Upgradation Program, the plan aims to boost youth employment in the manufacturing sector, strengthening institutional capacities essential for India's urban transformation by 2025.

ADB’s partnership includes high-level engagements with:

  • Prime Minister Narendra Modi to align the initiative with the broader “Viksit Bharat @ 2047” vision and push forward India's urban transformation by 2025.

Since 1986, ADB has been a key partner in India’s urban growth, with over $59.5 billion committed in sovereign loans and $9.1 billion in private investments. Currently, 81 active loans worth $16.5 billion support more than 110 cities in 22 states.
