Waqf Bill 2025 Introduced in Parliament

The Waqf (Amendment) Bill 2025, introduced in New Delhi by Union Minister of Minority Affairs Kiren Rijiju in April 2025, was intensely debated in the Parliament. The Unified Waqf Management Empowerment, Efficiency, and Development (UMEED) Bill aims to improve the management and supervision of waqfs in India.

Key Features of the Waqf Bill 2025

Technology-Driven Management: To promote openness and prevent encroachment, the measure suggests maintaining a digital database of waqf properties.

Structured Administrative Reforms: This bill strengthens the legal position of Waqf Boards in all states and Union Territories.

Public Consultation & Stakeholder Involvement: The bill was drafted after the Joint Parliamentary Committee (JPC) examined more than 97.27 lakh applications and memoranda.

Protection of Waqf Properties: Ensures that no unauthorized transfer of Waqf properties takes place without due legal process.

Accountability & Efficiency Measures: Introduces strict auditing mechanisms to prevent financial irregularities in Waqf institutions.

Controversy and Opposition Reactions

The India Group has opposed Motocorp. Business leaders have warned that these amendments could undermine the independence of the Waqf boards. Others argue that the government's conduct is political, and they cite actions related to the transfer during the regime of 123 houses in Delhi in 2014.

However, Union Minister Kiren Rijiju defended the reforms, stating, "The bill is designed to introduce positive changes and efficiency in Waqf property management". It is not intended to target any specific community but rather to promote transparency and accountability.

Historical Context: The 2014 Waqf Property Controversy

In March 2014, just before the Model Code of Conduct (MCC) came into effect, the UPA government denotified 123 prime properties in Delhi, transferring them to the Delhi Waqf Board. Many of these properties are in Connaught Place, Lodhi Road, Mathura Road, and other central locations. 

Following the 2014 Lok Sabha elections, the BJP-led NDA government launched an inquiry into this transfer, citing concerns over legal validity and political motivations.

Government’s Justification for the Bill

The ruling government claims that the Waqf Bill 2025 is necessary to reform the Waqf management system and prevent illegal real estate transactions. Rijiju states that 284 delegations submitted their opinions on the bill; Waqf boards from 25 states and union territories also participated in the debate.

Expected Impact of the Waqf Bill 2025

Transparency: There will be fewer disagreements and unlawful professions as a result of the digitization of Waqf records.

Better Governance: A structured administrative approach will ensure efficient property management.

The Waqf Bill 2025 may not be able to be passed because of ongoing court cases and protests. Before the law is finally passed, the Rajya Sabha is likely to look it over carefully and talk about it some more.
