Cabinet Approves NFIES: Enhancing Forensic Infrastructure

The Union Cabinet, led by Prime Minister Narendra Modi, has approved the "National Forensic Infrastructure Enhancement Scheme" (NFIES) with a financial outlay of Rs. 2254.43 crore. The scheme aims to strengthen India's forensic capabilities.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved a significant Central Sector Scheme, "National Forensic Infrastructure Enhancement Scheme" (NFIES), with a substantial financial outlay of Rs. 2254.43 crore. This scheme, to be implemented by the Ministry of Home Affairs, aims to bolster India's forensic capabilities through strategic investments in infrastructure and manpower development.

The NFIES is a comprehensive initiative that encompasses three crucial components:-

(i)   The establishment of new campuses for the National Forensic Sciences University (NFSU) across the country.
(ii)  The creation of Central Forensic Science Laboratories (CFSLs).
(iii) The enhancement of existing infrastructure at the Delhi campus of the NFSU.

Addressing Emerging Needs and New Criminal Laws

The approval of NFIES comes at a pivotal time when India is gearing up to implement three new criminal laws the Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023, and Bharatiya Sakshya Adhiniyam, 2023 – which will come into effect on July 1, 2024. These laws mandate forensic investigations for offenses punishable by imprisonment of seven years or more, significantly increasing the workload on the country's forensic establishments.

The government recognizes the critical role of high-quality, trained forensic professionals in ensuring timely and scientific examination of evidence, leveraging advancements in technology and evolving manifestations of crime. The NFIES aims to address the anticipated surge in demand for forensic expertise and infrastructure, aligning with the government's goal of achieving a high conviction rate exceeding 90%.

Addressing Manpower Shortages and Alleviating Caseloads

One of the key drivers behind NFIES is the significant shortage of trained forensic manpower in Forensic Science Laboratories (FSLs) across the country. The establishment of additional NFSU campuses and new CFSLs under this scheme will help alleviate this shortage by providing comprehensive training and educational facilities for aspiring forensic experts.

Furthermore, the scheme aims to address the mounting caseload and pendency of forensic laboratories by expanding the country's forensic examination capacities. The establishment of new CFSLs will not only reduce the burden on existing facilities but also ensure timely and efficient processing of evidence, contributing to the overall effectiveness of the criminal justice system.

The approval of NFIES by the Union Cabinet underscores the government's unwavering commitment to strengthening the criminal justice system through scientific and evidence-based investigations.
