The Odisha Public Service Commission (OPSC) is the constitutional authority responsible for conducting recruitment to various civil service and departmental posts under the Government of Odisha. Established in 1951, OPSC plays a crucial role in building a transparent, efficient, and accountable administrative system to meet the governance needs of the people.

The KPSC Group 1 Examination assesses not only subject knowledge but also evaluates a candidate’s analytical skills, decision-making ability, and awareness of socio-economic and political affairs at both state and national levels. This exam opens the door to a meaningful and impactful career in public service, allowing candidates to directly contribute to the development, governance, and welfare initiatives of the Odisha government.
The examination consists of 3 important phases:
- Preliminary Exam (Objective Type - Screening Test)
- Mains Exam (Conventional Type, i.e. Written examination)
- Personality Test

Essay
Candidates will have to write two essays, one from each of the following sections. Each essay should be approximately 800 words:
Section A : (1) Contemporary Social Issues and Social Problems. (2) Indian History, Culture & Heritage. (3) Odisha History, Culture, and Social Movements.
Section B : (1) Public Administration & Governance. (2) Ethics, Values and Leadership (3) Indian Constitution and Polity.
Section C : (1) Economic Growth and Development. (2) Environment and Disaster Management. (3) Science and Technology – Recent Developments.
